What the ban cannot do is remove good players. A strong regular who keeps notes by hand, or who studies away from the tables, still beats a weak opponent. Account closures, according to the same guide, are tied to multi-accounting, collusion, bots and prohibited software, not to running an approved aid. So the rule narrows the gap between a hobbyist and a grinder; it does not close it.
The format that best fits the casual pitch is Fast Five. It is no-limit hold'em for six players, where everyone starts with exactly five big blinds. According to partypoker's own page, the smallest game is $0.25/$0.50 with a $2.50 buy-in, then $0.50/$1 and $1/$2 at $5, up to $10/$20 for $100.
The appeal is simple. You cannot lose more than the buy-in, hands arrive fast and nobody can sit deep and grind you down. The drawback is that short-stack poker is closer to a shove-or-fold puzzle, so you learn less about real hold'em than you would at a normal table. The page says nothing about the rake, which matters a lot when the pots are this small, so check the rake table in the client before you grind.
